KEENE, N.H. (MyKeeneNow) The City Council’s Finance, Organization and Personnel Committee on Thursday advanced a slate of public works agreements totaling more than $2 million, including a $1.8 million contract for engineering services during construction of the city’s downtown infrastructure project.
The agreement designates Greenman Pedersen Inc. (GPI) to provide construction administration and inspection services once work begins downtown. City Engineer Don Lussier said the firm will monitor compliance, manage submittals, and track budgets to ensure specifications are met.
The committee also backed several smaller infrastructure contracts. Weston & Sampson will handle engineering for the Court Street water main replacement project for $165,000, while Fuss & O’Neill will design the nearby culvert replacement for $28,000.
Lussier said both efforts aim to improve water quality and pressure and will be coordinated to minimize future disruption.
In addition, the committee approved a $60,000 agreement with McFarland Johnson for engineering work on the George Street Bridge replacement and voted to designate Mainland LLC as the city’s contractor of record for emergency water and sewer repairs. That designation allows the city to respond more quickly to infrastructure failures.
The committee also authorized applying for a $58,000 state revolving loan to replace two galvanized water service lines in compliance with new federal lead and copper rules.
Homeowners will repay the loan, which includes a 10 percent forgiveness incentive.
Funds from the city’s sewer main lining project will be shifted to the manhole lining program after the original work came in under budget, Lussier said.
In other business, members accepted $10,000 from the Savings Bank of Walpole and up to $20,000 in public donations for the Goose Pond pedestrian bridge project. They also approved a subordination agreement with 310 Marlboro LLC to support financing for redevelopment at that site.
All items passed unanimously and now move to the full City Council for final approval.
