KEENE, N.H. (MyKeeneNow) Keene voters reaffirmed their confidence in the city’s leadership Tuesday, reelecting Mayor Jay Kahn and several sitting councilors while ushering in new voices to City Hall.
Kahn won a decisive victory over challenger Bradford “Bill” Hutchinson, earning 2,862 votes to Hutchinson’s 311 in the city’s official 2025 Municipal General Election results.
In the eight-way contest for five At-Large City Council seats, incumbents Randy Filiault and Bettina Chadbourne both retained their positions. Filiault led the field with 2,155 votes, followed by current Ward 2 Councilor Mitch Greenwald, who earned 1,966 votes to secure an at-large seat. Newcomers Michele Chalice, with 1,877 votes, and Laura Ruttle-Miller, with 1,713, also won spots on the council.
In the ward races, incumbent Phil Jones kept his Ward 5 seat with 481 votes to challenger Shane Brown’s 227. In Ward 3, Molly Ellis will replace outgoing Councilor Andrew Madison after defeating John Schmitt 562–73.
Several other ward contests were uncontested. Kris Roberts was reelected in Ward 1 to a four-year term, while Jacob Favolise was elected to complete the remaining two years of a vacated term in the same ward. In Ward 2, former at-large councilor Ed Haas earned a full four-year term with 601 votes, and Ward 4 Councilor Catherine Workman was reelected with 585 votes.
Voters also weighed in on two ballot questions. They chose to prohibit keno in the city, with 2,207 voting “yes” and 1,022 voting “no.” It was Keene’s third rejection of the gambling game since 2017. A separate proposal to allow social districts—designated areas where people could carry open alcoholic beverages purchased from nearby businesses—was also defeated, 1,980–1,172.
These results are official, reflecting the certified totals posted by the City of Keene.
