KEENE, N.H. (MyKeeneNow) The Keene City Council at last Thursday’s meeting approved a revised version of the Community Power Plan, setting the stage for City Manager Elizabeth Dragon to enter the bid process as current electricity rates expire at the end of the year.

The new plan features four electricity options with varying levels of renewable energy: 25 percent, 35 percent, 50 percent and 100 percent. The 50 percent renewable energy option will serve as the default, and unlike previous proposals, none of the plans include an additional adder fee.

The Finance, Organization, and Personnel (FOP) Committee had previously recommended the four-tiered structure, balancing the city’s renewable energy goals with economic considerations. Councilors debated a proposed amendment to reduce the default rate from 50 to 35 percent, with some members advocating for affordability while others emphasized the need to maintain higher clean energy commitments. The amendment ultimately failed in a 5-10 vote, reaffirming the original committee recommendation.

Discussions also highlighted the need for community outreach to educate residents about the new power plan. Dragon assured the council that a robust public awareness campaign, including direct mailings, would help inform customers about their energy options before the transition takes effect.

The approval of this updated plan aligns with Keene’s long-term sustainability goals while providing residents with flexibility in choosing their preferred level of renewable energy. The city will now proceed with securing bids based on the approved structure.
