KEENE, N.H. (MyKeeneNow) After months of restricted access, the city has reopened the road leading to its wastewater treatment facility for recreational use—but only under strict guidelines designed to balance public enjoyment with the safety needs of the site.

The narrow stretch, used daily by heavy trucks and equipment, is once again available to walkers, cyclists, and dog owners. City officials said the decision came after weighing community feedback and looking for a compromise between residents’ use of the scenic area and the operational demands of the treatment plant.

To keep the road safe, the city has outlined several rules. Walkers must remain on the gravel shoulder, while bicycles are limited to the far-right edge of the pavement. Parking or stopping on the roadway is not allowed, and all dogs must be leashed.

Residents are urged to visit the area outside of business hours—after 4 p.m. on weekdays or during weekends—to reduce potential conflicts with facility traffic.

The city plans to review how well the guidelines are followed before deciding in October whether to continue allowing public access during business hours. Officials said community cooperation will be key in determining the road’s future availability.
