KEENE, N.H. (MyKeeneNow) Keene Mayor Jay Kahn joined host Dan Mitchell on WKBK’s Open Mic program today to discuss several topics, starting with the city’s downtown reconstruction project.

He outlined the bid process, noting that a single general contractor would manage all aspects of the project. This approach, Kahn explained, is intended to ensure a cohesive and cost-effective execution.

A key point of discussion was the timing of the project. The city manager is preparing a recommendation for the finance committee, which will review it this week. The city council is expected to address and potentially decide on the project’s timeline during its upcoming meeting on the 16th.

Mitchell raised concerns about possible delays and their impact on both costs and downtown businesses. Mayor Kahn acknowledged these concerns, stressing the need for clear communication with local businesses. He confirmed plans to appoint a liaison dedicated to keeping businesses informed and minimizing disruptions during construction.

During the call-in segment, a listener inquired about the project’s effect on local tax rates. Mayor Kahn assured listeners that much of the funding would come from reserves, reducing the immediate tax burden. He added that delaying the project could open up opportunities to reapply for grants, potentially easing financial pressures.

The conversation also shifted to the city’s ongoing efforts to address homelessness and emergency housing costs. Mitchell noted the rising expenses in this area, and Kahn pointed out that Keene’s welfare department has faced increasing demands due to a state mandate requiring municipalities to cover unsheltered housing costs. He called for more state involvement and support in tackling the issue. Despite these challenges, Kahn highlighted Keene’s recognition at the state level for its proactive approach to sheltering and housing those in need.

Looking ahead, Kahn reiterated the city’s commitment to balancing infrastructure improvements with fiscal responsibility and community welfare. He emphasized the broader goal of maintaining a vibrant downtown while ensuring that vulnerable populations have access to essential services.
